MINUTES OF THE BOARD OF COMMISSIONERS’ MEETING
HELD ON JANUARY 28, 2008 


 

The Board of Commissioners of the Village of Palos Park, Cook County, Illinois held its regular meeting on Monday, January 28, 2008.  Mayor Mahoney called the meeting to order at 7:31 p.m. Answering to roll call were Commissioners Milovich-Walters, Polk, and Mayor Mahoney.

Commissioners Pavlatos and O’Connor were not in attendance. 

Also in attendance were Carol Bryson, Village Clerk; Patricia Jones, Village Administrator; Tom Bayer, Village Attorney; Rachael Kaplan, Director of Public Works; Joseph Miller, Police Chief; Kent Oliven, Finance Director; and Cathy Gabel, Deputy Clerk. 

APPROVAL OF MINUTES OF THE COUNCIL MEETING HELD ON JANUARY 14, 2008:

Commissioner Polk moved, seconded by Commissioner Milovich-Walters, to approve the minutes of the regular Council meeting held on January 14, 2008, as presented.  

On the call of the roll, the vote was as follows:

AYES: -3- Commissioners Polk, Milovich-Walters, and Mayor Mahoney

            NAYS: -0-          

ABSENT: -2- Commissioners Pavlatos and O’Connor 

COMMISSIONERS’ REPORTS:

COMMISSIONER OF PUBLIC WORKS/RECREATION, NICOLE MILOVICH-WALTERS:

ACCEPTANCE OF SANITARY SEWER, WATER MAIN EXTENSION AND LIFT STATION FOR HOLY FAMILY VILLA AND ACCEPTANCE OF UTILITY EASEMENT FOR HOLY FAMILY VILLA AND DEDICIATION OF RIGHT-OF-WAY OF WILL-COOK ROAD: Commissioner Milovich-Walters reported the project has been completed. A final walk through by Village staff and the Metropolitan Water Reclamation District (MWRD) has been successful. A Bill of Sale, landscaping escrow, a 12 month Warranty by the main contractor Airy’s Inc, tap in fees for water and sewer, and a letter of commitment to dedicate the right-of-way for Will-Cook Road have been provided to the Village. Commissioner Milovich-Walters also reported draft easements reviewed by the Village are acceptable. The Village will have these easements recorded with the Cook County Clerk’s Office. As Will-Cook Road is a right-of way easement, it is Village policy that the right-of way be dedicated to the Village by Catholic Bishop of Chicago for the entire area bordering their property on the east. This dedication is given without compensation to the Catholic Bishop as it is an existing roadway which the Village will be maintaining as a result of the annexation of the property.  

Commissioner Milovich-Walters moved, seconded by Commissioner Polk, to formally accept the sanitary sewer, water main extension and lift station for Holy Family Villa.

APPLICATION FOR CMAQ FUNDS FOR 80TH AVENUE SIDEWALK PROJECT: Commissioner Milovich-Walters recommended acceptance of the application to Chicago Metropolitan Agency for Planning for a new sidewalk along 80th Avenue from 123rd Street to 121st Street. Commissioner Milovich-Walters stated this would provide continued pedestrian access from the existing sidewalk along 123rd Street. The application is a grant funded project that would require the Village of Palos Park to contribute $26,800.00 of the estimated cost of $134,000.00. The funding for the Village’s portion of the sidewalk project would come from the capital budget for 2009.  

Commissioner Milovich-Walters moved, seconded by Commissioner Polk, to approve acceptance of the application and the commitment of $26,800.00 from the Village for the sidewalk project.

COMMISSIONER OF BUILDING & PUBLIC PROPERTY, JAMES PAVLATOS:

In Commissioner Pavlatos’ absence, Commissioner Polk reported the Building Department issued 3 building permits totaling $3,950.00 in fees. The Building Department conducted 21 building inspections. Two certificates of occupancy were issued. No exaction fees were collected. 

PROPOSAL FOR MECHANICAL CONTRACTOR FOR VILLAGE OWNED BUILDINGS AND METRA STATION: In Commissioner Pavlatos absence, Mayor Mahoney entertained a motion to have this proposal tabled to February 11, 2008. 

Commissioner Polk moved, seconded by Commissioner Milovich-Walters, to table the proposal for mechanical contractor to February 11, 2008.

ABSENT: -2- Commissioners Pavlatos and O’Connor 

COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK:

SUPER BOWL BUCKLE UP WEEKEND: Commissioner Polk announced the Palos Park Police will hold a Super Buckle Up Weekend February 1-3. Police Officers will concentrate on traffic safety and seeing to it that stopped motorists are in compliance with the seat belt law and child safety laws. Commissioner Polk also reported Palos Park Police Officer Diana Campbell is certified to instruct parents on the proper installation and location of all child safety restraints. Residents can call the Police Department to arrange a meeting with Officer Campbell.  

COMMISSIONER OF ACCOUNTS AND FINANCE, MARY O’CONNOR:

In Commissioner O’Connor’s absence, Mayor Mahoney read her announcement. There was no formal report. 

MAYOR’S REPORT:

GREENEST REGION COMPACT RESOLUTION: Mayor Mahoney stated that several years ago, Chicago Mayor Richard M. Daly’s goal was to unite the six-county region’s municipalities to serve the greater interests of everyone. The Metropolitan Mayors Caucus was formed and is recognized as a model of cooperation for the municipalities in our region. The Village of Palos Park is a member of the Metropolitan Mayors Caucus. The Greenest Region Compact is designed to improve the regions air, water and land, reduce greenhouse gases and decrease energy consumption. A priority of the Greenest Region Compact is CFL bulb distribution. If the resolution before the Council is passed, the Village will focus on residential energy consumption by encouraging the use of CFL’s. Mayor Mahoney stated that in the spring, Greenest Region Compact will give the Village 20,000 CFL bulbs for distribution to all the residents of Palos Park. CFL bulbs last up to 10 times longer than standard incandescent bulbs and use 75% less wattage. Mayor Mahoney entertained a motion to pass the Greenest Region Compact Resolution. 

Commissioner Milovich-Walters moved, seconded by Commissioner Polk, to pass the Greenest Region Compact Resolution.

ADMINISTRATORS REPORT:

VILLAGE NEWSLETTER: Administrator Jones announced the Village Newsletter is currently at press and will be sent to all Palos Park households at the end of the week.

RESIDENT WORKSHOP: Administrator Jones encouraged all residents to attend the Community Resident Workshop regarding the Comprehensive Plan. John Housel, Village Planner, will host the meeting. Residents will have an opportunity to express their concerns and desires regarding the Comprehensive Plan for Palos Park and ensuring the Plan reflects the interests of the community. 

CONSENT AGENDA:

ALL ITEMS ON THE CONSENT AGENDA ARE ROUTINE OR HAVE BEEN BROUGHT FORWARD AT THE DIRECTION OF THE BOARD OF COMMISSIONERS AND WILL BE ENACTED WITH ONE MOTION. IF DISCUSSION IS DESIRED, THAT ITEM WILL BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERED SEPARATELY. 

Commissioner Polk moved, seconded by Commissioner Milovich-Walters to: 

1.        APPROVE PAYMENT OF INVOICES ON THE WARRANT LIST DATED JANUARY 28, 2008 IN THE AMOUNT OF $260,397.87
