MINUTES OF THE BOARD OF COMMISSIONERS’ MEETING
HELD ON JANUARY 25, 2010
The Board of
Commissioners of the Village of Palos Park, Cook County, Illinois held
its regular meeting on Monday, January 25, 2010. Mayor Mahoney called
the meeting to order at 7:31 p.m. Answering to roll call were
Commissioners Milovich-Walters, O’Connor, and Mayor Mahoney.
Commissioners Pavlatos and Polk were not in attendance.
Also in attendance were
Carol Bryson, Village Clerk; Patricia Jones, Village Administrator; Tom
Bayer, Village Attorney; Rachael Kaplan, Public Works Director; Barbara
Maziarek, Finance Director; Kathleen May, Deputy Clerk and Cathy Gabel,
Deputy Clerk.
COMMISSIONER BRENDAN
HOULIHAN, COOK COUNTY BOARD OF REVIEW PRESENTATION: Brendan Houlihan,
Cook County Board of Review Commissioner announced Palos Township was
open for appeals until February 22nd. Commissioner Houlihan’s
office will sponsor a Tax Appeals Workshop on Wednesday, January 27th
at 7:00 p.m. in the Council chambers of the Kaptur Administrative
Center. There will be a short presentation followed by a question and
answer session. Residents will be able to file an appeal that evening.
COYOTE PRESENTATION
BY DR. DONNA ALEXANDER, DIRECTOR OF COOK COUNTY ANIMAL AND RABIES
CONTROL: Dr. Donna Alexander, Director of Cook County Animal and
Rabies Control spoke on living with coyotes in Palos Park. Dr.
Alexander began her presentation by saying most coyotes are not seen by
the public. Indicators of coyote presence are howling and tracks. Seeing
coyotes is actually a sign of the health of the environment. Rodents
make up the bulk of the coyote diet. Rodent populations decrease when
coyotes are in the area. Coyotes are predators but will shift their
diets to take advantage of the most available prey. Coyotes mate in
February and in April the female will begin looking for a den for her
pups. Dr. Alexander stated we’re seeing more of the coyotes because of
human interaction commonly called habituation. . When individuals feed
raccoons, birds, etc. we are habituating. Most coyotes are afraid of
people and do not want to be seen by people. When we start habituating,
we make them less and less afraid of humans and that makes them
dangerous. Conflicts with coyotes can be avoided by taking some
precautions. These include prohibit/limit feeding of wildlife and
supervision of pets. Keeping your yard well lit can keep coyotes out as
well as keeping garbage can lids closed. There are times when coyotes
can be considered a threat to people and removal is truly warranted.
Removal programs to target specific nuisance coyotes are more successful
that removing a complete population of coyotes. Dr. Alexander stated
that if residents had questions concerning coyotes they could call her

APPROVAL OF MINUTES
OF THE REGULAR COUNCIL MEETING HELD ON JANUARY 11, 2010:
Commissioner Milovich-Walters moved, seconded by Commissioner O’Connor,
to approve the minutes of the Regular Council meeting held on January
11, 2010 as presented.

COMMISSIONERS’ REPORTS:
COMMISSIONER OF
PUBLIC WORKS/RECREATION, NICOLE MILOVICH-WALTERS:
SNOWPLOWING REPORT: Commissioner
Milovich-Walters responded to statements made at the last Council
meeting regarding Village snowplow drivers as being unsafe and speeding
when snowplowing the streets. Commissioner Milovich-Walters stated these
statements were taken very seriously. Rachael Kaplan, Director of Public
Works, Administrator Jones, Mayor Mahoney and Commissioner Milovich-Walters
subsequently met to discuss Village procedures concerning snowplowing.
Commissioner Milovich-Walters stated snowplowing of Village streets is
monitored very carefully, staff is trained regularly in defensive
driving during snowplow operations and the Village’s top priority is
safety. The Village Snow and Ice Control Policy and Procedures will be
put on the website.
COMMISSIONER OF
BUILDING & PUBLIC PROPERTY, JAMES PAVLATOS:
BUILDING DEPARTMENT REPORT: In
Commissioner Pavlatos’ absence, Mayor Mahoney reported the Building
Department issued 4 building permits and extensions totaling $7,886.70
in fees from January 12, 2010 – January 20, 2010. The Building
Department conducted 18 building inspections. Two certificates of
occupancy were issued. No exaction fees were collected.
COMMISSIONER OF
PUBLIC HEALTH AND SAFETY, DANIEL POLK:
FRANCESCA’S TOGETHER WE CAN MAKE A
DIFFERENCE – HELPING HAITI: In Commissioner Polk’s absence, Mayor
Mahoney reported Francesca’s restaurant in Palos Park as well as all 19
Francesca’s in the Chicago area are donating their profits from Monday,
January 25th to the Red Cross for the Haiti earthquake relief
effort with a minimum donation of $10,000.00.
SUPER BUCKLE UP
WEEKEND: Mayor Mahoney reported the Palos Park Police will hold a Super
Buckle Up Weekend Initiative February 5th, 6th,
and 7th. Police officers will be concentrating on traffic
safety issues such as speeding, improper lane changes, reckless driving
and impaired driving and making sure all motorists stopped are in
compliance with the seat belt law and child safety seat laws. Residents
can arrange to meet with Officer Chris Hughes or Officer Barb Nowak to
make sure their child safety seats are installed and operating properly.
COMMISSIONER OF
ACCOUNTS AND FINANCE, MARY O’CONNOR:
TAX REFERENDUM QUESTION
ON FEBRUARY 2, 1010 BALLOT: Commissioner O’Connor reminded residents
that on the February 2, 2010 Primary Election ballot there is a
referendum question asking residents to approve a tax increase to fund
the Palos Park Police Pension Fund.
BUDGET AMENDMENT:
Commissioner O’Connor requested the amendment to the budget be tabled to
the Council meeting on February 8, 2010 because a vote of 4 members is
needed.
Commissioner Milovich-Walters
moved, seconded by Commissioner O’Connor to table the Amendment to the
Budget until the next Council meeting on February 8, 2010.

APPROVAL OF PREPAYMENT
IN REGARD TO PROMISSORY NOTE #2 AS PROVIDE FOR IN THE SHOPPES OF MILL
CREEK ANNEXATION AGREEMENT: Commissioner O’Connor reported the Village
of Palos Park entered into an agreement with the owners of the Shoppes
at Mill Creek for sales tax sharing. The current owners have contacted
the Village requesting to finalize this agreement with a payment of
$27,500 due immediately. In finalizing this agreement with a payment of
$27,500 the Village would recognize a savings of $10,000.
Commissioner O’Connor
moved, seconded by Commissioner Milovich-Walters, to approve the
prepayment of $27,500 in lieu of the payment of $37,500 in regard to
Promissory Note #2, as provided for in the Shoppes of Mill Creek
Annexation Agreement, for a cost savings of $10,000.

MAYOR’S REPORT:
Mayor Mahoney had no formal report this evening.
CLERK’S REPORT:
EARLY VOTING: Clerk
Bryson reported Early Voting runs through January 28, 2010 for the
Primary Election to be held on February 2, 2010. State law requires
voters to display valid identification to an election official before
receiving a ballot to vote early. Early voting will be done on touch
screens that store every ballot in the county, permitting any voter in
Cook County to vote at any of several locations throughout the county.
PALOS TOWNSHIP OPEN FOR
TAX APPEALS: Clerk Bryson announced Palos Township is open for appeals
at the Cook County Board of Review from January 6 – February 22, 2010.
There is no cost to appeal. Residents are asked to call 312-603-3644 for
more information.
TAX APPEALS WORKSHOP:
Commissioner Brendan Houlihan and the Office of the Board of Review of
Cook County will sponsor a Tax Appeals Workshop on Wednesday, January
27, 2010 at 7:00 p.m. in the Kaptur Administrative Center. Clerk Bryson
reported the presentation will last under an hour followed by a question
and answer session. Residents will be able to file an appeal that same
evening.
SENIOR CITIZENS REAL
ESTATE TAX DEFERRAL PROGRAM: The Village has received the Senior
Citizens Real Estate Tax Deferral Program forms for the tax year 2009,
payable in 2010. The forms are used by qualifying taxpayers that wish to
defer their 2009 property taxes and/or special assessments on their
homestead property. The application for deferral and the Tax Deferral
Recovery Agreement must be completed by the taxpayer and returned to the
Kaptur Administrative Center on or before March 1, 2010.
ADMINISTRATORS
REPORT:
SOUTHWEST CONFERENCE OF
MAYORS MUNICIPAL EXPO: Administrator Jones reported the Southwest
Conference of Mayor’s First Municipal Expo is Saturday, February 20,
2010 beginning at 8:30 a.m. Administrator Jones encouraged Village
Council and staff to participate. The program will include a
presentation from various agencies that work with the Southwest
Conference of Mayors, an expo featuring vendors of municipal interest,
and an opportunity to network with Southwest Municipal Officials.
VILLAGE NEWSLETTER:
Administrator announced the Village Newsletter for February/March is now
available on-line. Residents who would like a hard copy mailed to their
residence are asked to call the Kaptur Administrative Center.

2. APPROVE PAYMENT OF INVOICES ON THE
WARRANT LIST FOR JANUARY 25, 2010 IN THE AMOUNT OF $231,647.50

Mr. Karas introduced himself as a candidate running for Judge of the
Circuit Court of Cook County (Subcircuit 15) in the February 2, 2010
Primary Election.
