MINUTES OF THE BOARD OF COMMISSIONERS’ MEETING 
HELD ON MARCH 8, 2010

The Board of Commissioners of the Village of Palos Park, Cook County, Illinois held its regular meeting on Monday, March 8, 2010. Mayor Mahoney called the meeting to order at 7:31 p.m. Answering to roll call were Commissioners Milovich-Walters, Pavlatos, and Mayor Mahoney. Commissioners Polk and O’Connor were not in attendance.

Also in attendance were Carol Bryson, Village Clerk; Patricia Jones, Village Administrator; Tom Bayer, Village Attorney; Joe Miller, Police Chief; Barbara Maziarek, Finance Director; Steve Manning, Community Development Director; Kathy May, Deputy Clerk; and Cathy Gabel, Deputy Clerk.

PRESENTATION BY KEVIN MCGRIER OF THE U.S. CENSUS BUREAU: Kevin McGrier, U.S. Census Bureau addressed Council about the importance of Census 2010. Every year, the federal government allocates more than $400 billion to states and communities based, in part, on census data. New housing developments, hospitals, schools and other community facilities are located based on census data. Census data also determines the boundaries for state and local legislative and congressional districts. Mr. McGrier stated census questionnaires will be mailed to households in mid March. Households should complete and mail back their questionnaires upon receipt. Households that do not respond may receive a replacement questionnaire. Census takers will visit households that do not return questionnaires to take a count in person. The 2010 Census Questionnaire is being promoted as 10 questions, 10 minutes. The census is safe. By law, the Census Bureau cannot share an individual’s responses with anyone including other federal agencies and law enforcement entities.

APPROVAL OF MINUTES OF THE REGULAR COUNCIL MEETING HELD ON FEBRUARY 22, 2010: Commissioner Milovich-Walters moved, seconded by Commissioner Pavlatos, to approve the minutes of the Regular Council Meeting held on February 22, 2010 as presented.

On the call of the roll, the vote was as follows:

AYES: -3- Commissioners Milovich-Walters, Pavlatos, and Mayor Mahoney
NAYS: -0-
ABSENT: -2- Commissioners Polk and O’Connor

COMMISSIONERS’ REPORTS:
COMMISSIONER OF PUBLIC WORKS/RECREATION, NICOLE MILOVICH-WALTERS:
ON-SITE SANITARY SYSTEM INCREASE IN LICENSE FEES: Commissioner Milovich-Walters reported the Village still allows properties to operate private sewage systems serviced by either an aerobic or septic system. Illinois Environmental Protection Agency (IEPA) has granted the Village a permit to continue to operate these systems on the condition that if they fail, they will be connected to the public sewer. There are currently 32 aerobic systems in the Village and 72 septic systems. Tests must be performed monthly on both systems. The fees collected do not cover lab fees, staff time, vehicle costs, etc. Commissioner Milovich-Walters and Rachael Kaplan, Public Works Director recommend increasing those monthly fees. The aerobic system fee would increase from $3.00 per month to $21.25 and the septic system fee would increase from $3.00 per month to $4.17.

Commissioner Milovich-Walters moved, seconded by Commissioner Pavlatos, to increase the aerobic/septic system fees in ordinance form.

COMMISSIONER OF BUILDING & PUBLIC PROPERTY, JAMES PAVLATOS:
BUILDING DEPARTMENT REPORT: Commissioner Pavlatos reported the Building Department issued 5 building permits totaling $5,914.00 in fees from February 1, 2010 through February 28, 2010. The Building Department conducted 27 building inspections. Two certificates of occupancy were issued. No exaction fees were collected.

COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK: In Commissioner Polk’s absence, Mayor Mahoney announced the Palos Bank Half Marathon will take place on Sunday, May 2, 2010 on Route 83 between Harlem Avenue and Archer Avenue. For the safety of the runners, Route 83 will be closed to traffic on May 2nd between 6:00 a.m. – 11:00 a.m. Residents are encouraged to avoid the area if possible and seek alternate routes during this timeframe. Please feel free to contact Joe Miller at 708-671-3770 with any concerns, questions or conflicts this may cause.

COMMISSIONER OF ACCOUNTS AND FINANCE, MARY O’CONNOR: In Commissioner O’Connor’s absence, Mayor Mahoney read several library announcements.

MAYOR’S REPORT:
BOY SCOUT JIMMY BRADY IN ATTENDANCE: Mayor Mahoney announced Jimmy Brady was in attendance for tonight’s Council meeting. He is working on the requirements for his governmental badge.

AMEND VILLAGE CODE IN REGARD TO LIQUOR LICENSES: Mayor Mahoney entertained a motion to adopt an Ordinance amending Part Eight, Title Two, Chapter 808, Section 808.23 in Regard to Liquor Licenses. Walgreens, 13023 South LaGrange Road made application to the Village to sell beer and wine at its Palos Park location. On February 22, 2010 that application was approved by Village Council. This ordinance would increase the number of Class B liquor licenses as a result of the issuance of a Class B liquor license to Walgreen Co.

Commissioner Pavlatos moved, seconded by Commissioner Milovich-Walters, to adopt an Ordinance Amending Part Eight, Title Two, Chapter 808, Section 808.23 of the Palos Park Village Code in Regard to Liquor Licenses (Walgreens, 13023 South LaGrange Road).

GOVERNOR QUINN’S CUTBACK: Mayor Mahoney reported Governor Quinn is expected to announce a 30 percent cut in the share of the income tax which is distributed to municipalities. The shared revenue received from the state has been a critical part of municipalities’ budgets. Residents are encouraged to write their Senator/Representative opposing this proposal.

CLERK’S REPORT:
PALOS PARK SENIOR CLUB UPDATE: Clerk Bryson reported the Senior Club was well attended including Mayor Mahoney and Administrator Jones in attendance. Dee Woods, author of The Best of Alternative…from Alternative’s Best, Views of America’s Top Alternative Physicians, spoke on what integrative and alternative physicians believe about American medicine. Entertainment and a raffle were also provided.

PLOWS COUNCIL ON AGING: Clerk Bryson reported Plows Council on Aging and the Alzheimer’s Association will be presenting an “Early Stage Memory Loss Education and Support Program” beginning Thursday, March 25, 2010 at 11:30 am. Space is limited. An interview is required prior to attending the group. Interested residents are asked to contact Plows Council on Aging at 708-361-0219 to register or for more information.

ADMINISTRATORS REPORT:
COMMONWEALTH EDISON HELPING HAND PROGRAM: Administrator Jones reported ComEd is providing a Helping Hand to customers in need. The Helping Hand program is designed to provide immediate relief to residential customers in need facing service suspension. The program is open to qualifying ComEd customers who have received a disconnection notice or were recently disconnected. To apply, customers must call 1-888-806-2273 or attend a ComEd assistance fair.

SUPPORT LOCAL BUSINESSES: Administrator Jones encouraged residents to support local businesses especially in these tough economic times.

CONSENT AGENDA:
ALL ITEMS ON THE CONSENT AGENDA ARE ROUTINE OR HAVE BEEN BROUGHT FORWARD AT THE DIRECTION OF THE BOARD OF COMMISSIONERS AND WILL BE ENACTED WITH ONE MOTION. IF DISCUSSION IS DESIRED, THAT ITEM WILL BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERED SEPARATELY .
Commissioner Milovich-Walters moved, seconded by Commissioner Pavlatos to:

1.APPROVE PAYMENT OF INVOICES ON THE WARRANT LIST FOR MARCH 8, 2010 IN THE AMOUNT OF $87,271.40

2.APPROVE THE SUPPLEMENTAL WARRANT LIST FOR MARCH 8, 2010 FOR MANUAL CHECKS, PAYROLL, AND RECURRING WIRE TRANSFERS IN THE AMOUNT OF $247,511.10

OLD BUSINESS:
LOT WIDTH VARIANCE AND SIDE SETBACK VARIANCE FOR 133 FOREST EDGE COURT – LOT 17 SHADOW RIDGE: Mayor Mahoney entertained a motion to table the lot width variance and side setback variance for 133 Forest Edge Court to March 22, 2010. Zoning Board of Appeals recommended denial of the setback variance saying there was insufficient hardship. Four of Five Council members are needed to vote in the affirmative to overturn the ZBA recommendation.

Commissioner Pavlatos moved, seconded by Commissioner Milovich-Walters, to table the lot width to March 22, 2010

NEW BUSINESS:
NEW EMERGENCY MANAGEMENT DIRECTOR: Chief Miller introduced Bill Leddin as Palos Park’s new Emergency Management Director.

AUDIENCE PARTICIPATION:
Mike Gaichas – 8502 W. 121st Street, Palos Park – Mr. Gaichas reported the Illinois State Fair in Springfield would be a great trip for residents to take. The fair opens August 13 and runs through August 22nd.

Maria Rogers – 12021 S. 93rd Avenue, Palos Park – Mrs. Rogers reported the Palos Historical Society will have a program on the history of the Fire Department. The date is Friday, March 19th at 7:00 p.m. in the Community Room of the Library. The event is free and open to the public.

ADJOURNMENT: There being no further business, Commissioner Milovich-Walters moved, seconded by Commissioner Pavlatos, to adjourn the meeting at 8:25 p.m.
