OF THE BOARD OF COMMISSIONERS’ MEETING
HELD ON MARCH 22, 2010
The Board
of Commissioners of the Village of Palos Park, Cook County, Illinois
held its regular meeting on Monday, March 22, 2010. Mayor Mahoney called
the meeting to order at 7:31 p.m. Answering to roll call were
Commissioners Milovich-Walters, Pavlatos, Polk, and Mayor Mahoney.
Commissioner O’Connor was not in attendance.
Also in
attendance were Carol Bryson, Village Clerk; Patricia Jones, Village
Administrator; Tom Bayer, Village Attorney; Joe Miller, Police Chief;
Barbara Maziarek, Finance Director; Steve Manning, Community Development
Director; Kathy May, Deputy Clerk; and Cathy Gabel, Deputy Clerk.
RECOGNITION
OF JOEY MILLER “MAYOR FOR A DAY”: Seven-year old “Mayor for a Day” Joey
Miller joined Mayor Mahoney in calling the March 22, 2010 Council
meeting to order. Joey won the prestigious position through an auction
benefiting Southwest Suburban Montessori School. Mayor Miller began the
day with a briefing from Mayor Mahoney, a tour of Village Hall, a ride
in a police vehicle, and a tour of the Public Works Pumping Station and
Water Tower. Mayor Mahoney presented “Mayor Miller” with a plaque at the
Council meeting recognizing his special day with the Village.
APPROVAL OF
MINUTES OF THE REGULAR COUNCIL MEETING HELD ON MARCH 8, 2010:
Commissioner Milovich-Walters moved, seconded by Commissioner Pavlatos,
to approve the minutes of the Regular Council Meeting held on March 8,
2010 as presented.

COMMISSIONERS’ REPORTS:
COMMISSIONER OF PUBLIC WORKS/RECREATION, NICOLE MILOVICH-WALTERS:
Commissioner Milovich-Walters had no formal report, however, she read
several announcements.
COMMISSIONER OF BUILDING & PUBLIC PROPERTY, JAMES PAVLATOS:
BUILDING
DEPARTMENT REPORT: Commissioner Pavlatos reported the Building
Department issued 5 building permits totaling $3,650.10 in fees from
March 1, 2010 through March 12, 2010. The Building Department conducted
18 building inspections. No certificates of occupancy were issued. No
exaction fees were collected.
COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK:
PALOS BANK
HALF MARATHON: Commissioner Polk reminded residents the Palos Bank Half
Marathon will be taking place on Sunday, May 2nd, on Route 83 between
Harlem Avenue and Archer Avenue. Route 83 will be closed to all traffic
on May 2nd from 6:00 a.m. – 11:00 a.m. to ensure a safe environment for
the runners. Residents needing assistance with alternative routes,
questions, and/or concerns are encouraged to call the Palos Park Police
Department at 708-671-3770.
PHONE SCAM:
Palos Park Police Officers assisted an elderly woman with an alleged
phone scam. If you receive a phone call from an individual asking for
money and you do not know the individual please call the Palos Park
Police at 671-3770 with your concerns.
GUARDRAILS
ON SOUTHWEST HIGHWAY: Palos Park Police are once again requesting
Illinois Department of Transportation (IDOT) consider the installation
of a guardrail along the blind curve area of Southwest Highway at
Woodland Trail. Properties on the west side have backyards on Southwest
Highway and there is great cause for concern and the safety of those
residents.
SPEED LIMIT
REDUCTION ALONG 86TH AVENUE: Chief Miller is working with Palos Township
residents along 86th Avenue between 12700 and 13100 seeking a speed
limit reduction along 86th Avenue from Route 83 to 131st Street. Mr.
Larry Pitchman has gathered signatures from residents along 86th Avenue
to seek a reduction in the speed limit in the unincorporated portion of
Palos Park from 40 mph to 30 mph. The police would like to see the
entire stretch of 86th from Route 83 to 131st Street reduced to 30 mph.
A letter has been sent to Rupert F. Graham, P.E.
Superintendent for the Cook County Highway Department.
COMMISSIONER OF ACCOUNTS AND FINANCE, MARY O’CONNOR: In Commissioner
O’Connor’s absence, Mayor Mahoney read several library announcements.
MAYOR’S
REPORT:
“MAYOR FOR
A DAY”: Mayor Mahoney thanked the Miller Family and everyone for their
support in helping to make Joey’s day special with the Village.
CLERK’S
REPORT:
CENSUS 2010: Clerk Bryson reported the official 2010 Census Forms are
now arriving in resident’s mailboxes. The Census Bureau needs your help
in counting everyone in the United States by providing basic information
about the people living in your household. Census results are used to
decide the number of representatives each state has in the U.S.
Congress. The amount of government money your neighborhood receives also
depends on these answers. Clerk Bryson reminded residents their answers
are confidential. The Census Bureau cannot give out information that
identifies your household. The Census questionnaire is ten questions and
should take ten minutes or less to fill out.
ADMINISTRATORS REPORT:
INCREASE IN WASTE HAULING AND NEW CHIPPER SERVICE FEE: Administrator
Jones reported there is an established waste collection service charge
per month for each single-family residence. Beginning April 1, 2010
through March 31, 2011 the waste collection service charge will be
$16.07 plus the Village service fee which covers the Village’s costs
relative to billing, collecting and accounting for the monthly waste
collection service charge which is $.50 bring the waste collection fee
to $16.57. Currently, the Village offers a free chipping service to all
residents. The estimated monthly cost of the chipper is $1,591.17. It is
recommended that Council implement a $1.00 per month service charge to
cover the cost of the chipping service in the Village. The charge would
be levied as part of the garbage charges which are billed on the Utility
Billing System. With the additional $1.00 per month chipping fee, the
monthly garbage rate would be $17.57 effective April 1, 2010.
Administrator Jones requested this increase be one in ordinance form.
Commissioner Milovich-Walter moved, seconded by Commissioner Polk, to
adopt an Ordinance Amending Part Ten, Title Four, Chapter 1049, Section
1049.01 of the Palos Park Village Code in Regard to Waste Collection
Charges.

LOT WIDTH
VARIANCE AND SIDE SETBACK VARIANCE FOR 133 FOREST EDGE COURT – LOT 17
SHADOW RIDGE: Mayor Mahoney entertained a motion to table the lot width
variance and side setback variance for 133 Forest Edge Court to April
12, 2010. Zoning Board of Appeals recommended denial of the setback
variance saying there was insufficient hardship. Four of Five Council
members (the Mayor will be abstaining) are needed to vote in the
affirmative to overturn the ZBA recommendation.
Commissioner Pavlatos moved, seconded by Commissioner Milovich-Walters,
to table the lot width variance and side setback variance to April 12,
2010

BUSINESS:
CODE AMENDMENT REGARDING PRIVATE ROADS: A memo was prepared for Council
from Steve Manning, Community Development Director, stating private
streets were prohibited effective June 23, 2003. Section 1246.05 states
all lots shall abut a publicly dedicated street. Other communities have
set up design and control standards for private streets in certain types
of new development. It has been recommended that staff and Plan
Commission study the issue of private roads and if they would be in the
best interests of the Village under certain circumstances. Plan
Commission would hold a public hearing and make a recommendation to the
Village Council.
CODE AMENDMENT REGARDING SIDE YARD SETBACKS: Recent developments in the
Village have involved elevated driveways, retaining walls, and fill in
yards near property lines. Current Code provisions do not address the
issue of structures that are extra large or close to existing homes. It
has been recommended that staff and Plan Commission study this issue and
draft appropriate legislation. Plan Commission would hold a public
hearing and make a recommendation to the Village Council.
CODE AMENDMENT REGARDING BUILDING IN UTILITY EASEMENTS: Recent
developments in the Village have involved driveways, gates, fences, and
walls in utility and drainage easements. Current Code provisions do not
address the issues of obstructions, access, or responsibilities for
maintenance and restoration. It has been recommended that staff and Plan
Commission study this issue and draft appropriate legislation. Plan
Commission will make a recommendation to the Village Council.
Commissioner Pavlatos moved, seconded by Commissioner Milovich-Walters,
to refer code amendments regarding private roads, side yard setbacks,
and building in utility easements to Plan Commission for review.

PARTICIPATION:
Larry Pitchman – 13006 S. 86th Avenue, Palos Park – Mr. Pitchman
reported he and residents of the unincorporated area of 86th Avenue
between 12700 and 13100 are working with the Village of Palos Park and
the Palos Park Police seeking to reduce the speed limit on 86th Avenue
from Route 83 to 131st Street. Mr. Pitchman thanked everyone for their
help.
EXECUTIVE
SESSION: In open session at 8:08 p.m., Commissioner Polk moved, seconded
by Commissioner Milovich-Walters, to recess to executive session to
discuss sale of property, setting the lease price for property owned by
the Village, employment of a specific employee of the Village,
compensation of specific employees of the Village and approve and review
for release executive session minutes.

The Board
of Commissioners of the Village of Palos Park, Cook County, Illinois
held a special meeting on Monday, April 5, 2010. Mayor Mahoney called
the meeting to order at 9:20 a.m. Answering to roll call were
Commissioners Milovich-Walters, Pavlatos, Polk, O’Connor, and Mayor
Mahoney Also in attendance were Carol Bryson, Village Clerk; Patricia
Jones, Village Administrator; and Dr. Gerald Gabris, Professor and
Director of the Division of Public Administration, Northern Illinois
University.
EXECUTIVE
SESSION: In open session at 9:21 a.m., Commissioner Milovich-Walters
moved, seconded by Commissioner O’Connor, to recess to executive session
to discuss the employment of a specific employee of the Village.
