MINUTES OF THE BOARD OF COMMISSIONERS’ MEETING
HELD ON MAY 10, 2010
The Board
of Commissioners of the Village of Palos Park, Cook County, Illinois
held its regular meeting on Monday, May 10, 2010. Mayor Mahoney called
the meeting to order at 7:30 p.m. Answering to roll call were
Commissioners Milovich-Walters, Pavlatos, Polk, O’Connor, and Mayor
Mahoney.
Also in attendance were Carol Bryson, Village Clerk; Patricia Jones,
Village Administrator; Tom Bayer, Village Attorney; Barbara Maziarek,
Finance Director; Steve Manning, Community Development Director; Kathy
May, Deputy Clerk; and Cathy Gabel, Deputy Clerk.
APPROVAL OF MINUTES OF THE REGULAR COUNCIL MEETING HELD ON APRIL 26,
2010: Commissioner Polk moved, seconded by Commissioner Milovich-Walters,
to approve the minutes of the Regular Council Meeting held on April 26,
2010 as presented.
On the call of the roll, the vote was as follows:

COMMISSIONERS’ REPORTS:
COMMISSIONER OF PUBLIC WORKS/RECREATION, NICOLE MILOVICH-WALTERS:
PUMP STATION AND WATER RESERVOIR EXPANSION PROJECT UPDATE: Commissioner
Milovich-Walters reported the concrete floor slab is completely poured,
some of the wall forms are in place, and AT&T wires and poles have been
removed. In the next couple of weeks, workers will continue to install
wall rebar and forms, and pour the 1st stage of wall concrete. Interior
electrical work will continue. Weather delays due to rain may be
encountered.
COMMISSIONER OF BUILDING & PUBLIC PROPERTY, JAMES PAVLATOS:
BUILDING DEPARTMENT REPORT: Commissioner Pavlatos reported the Building
Department issued 13 building permits totaling $4,917.40 in fees from
April 21, 2010 through May 4, 2010. The Building Department conducted 34
building inspections. One certificate of occupancy was issued. No
exaction fees were collected.
COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK:
WEST NILE VIRUS: Commissioner Polk reminded residents that mosquito
season is upon us and the best way to prevent West Nile and other
mosquito-borne illnesses is to take precautions to avoid mosquito bites.
Mosquitoes can be reduced by removing sources of standing water around
homes.
CADET AKROUSH LEAVING CADET PROGRAM: Palos Park Police Cadet Mirvet
Akroush is leaving the cadet program as she has reached the maximum age
as a cadet with Palos Park. The program is open to teens between the
ages of 14-20 years old, who are interested in exploring a career in
public service. Commander Frank Slabinek spoke highly of Mirvet, her
hard work, dedication and ability to lead others. Mirvet attained the
ranks of Corporal, Sergeant and Lieutenant. Ms. Akroush thanked Chief
Miller for all he has done for the Cadet Program. Council wished her all
the best in future endeavors.
E-MAIL CRIME ALERT NOTICE: A Business (E-Mail) Crime Alert Notice System
for the Palos Park business community was announced by the Palos Park
Police Department. The system will alert the business community to
potential scams, hazards, or crime patterns that may be occurring.
Businesses can sign up by e-mailing Chief Miller at jmiller@palospark.org.
SENIOR CITIZEN “YOU ARE NOT ALONE” PROGRAM: Commissioner Polk reminded
residents about the “You Are Not Alone” program which assists Palos Park
senior citizens who may be home alone during the day or may live alone.
Palos Park Police Officers will check on senior residents and make sure
that they are safe and not in need of immediate medical care. Seniors
interested in participating in the program can call Chief Miller at
708-671-3770.
POLICE CADETS AT PLUSH HORSE: The Palos Park Police Cadets will once
again assist children and adults frequenting the Plush Horse as they
cross the busy intersection of 123rd Street at 86th Avenue. This will be
the tenth year the cadets will work the intersection. Teens interested
in the cadet program should contact Commander Frank Slabinek at
708-671-3770.
BICYCLE HELMETS: Commissioner Polk announced an anonymous donation from
a community member will help Palos Park Police give helmets to children
this spring at no charge. The helmet program is a partnership with the
medical community to prevent child head injuries. Commissioner Polk, who
is a doctor at Children’s Memorial Hospital, reported head injuries are
a major reason children visit hospital emergency rooms each summer.
E-REPORT SYSTEM: Commissioner Polk reminded residents a police report
can be filed via the Palos Park Police Department website. The Bad
Driver Report which is used by citizens to report hazardous drivers can
also be accessed via the website. Once received, an officer will
follow-up with the offending motorists. No citations will be issued. For
more information on the program residents can contact Chief Joe Miller
at 708-671-3770.
SAFETY EQUIPMENT GRANT: The Palos Park Police Department has received an
Illinois Criminal Justice Grant to provide safety equipment in two of
the Village’s squad cars. The $5,626.00 will be used to upgrade the
vehicle’s computers and interface with Cook County Homeland Security
Project.
FRAUDULENT ACTIVITY AND SCAMS: Commissioner Polk reported the Census
Bureau uses a workforce of trained federal employees to conduct a
variety of household surveys by telephone, through the mail, or
in-person. The Census Bureau is going door-to-door to obtain responses
to those who did not mail their questionnaire back, but they are not
conducting the 2010 Census via the internet nor are they sending emails.
Census workers will not ask for personal information such as a social
security number, bank account number, passwords or information to access
credit cards. If you have any questions regarding fraudulent activity or
possible scams please contact the Palos Park Police Department at
708-671-3770.
ANTIQUE VEHICLE STICKERS FOR SENIORS: A provision in the Village Code
was not made for seniors (65 years of age or older as of July 1) to
purchase an antique vehicle sticker at one-half the normal license fee.
Commissioner Polk requested Council consider revising the Village Code
of Ordinances to reflect such action.
Commissioner Polk moved, seconded by Commissioner Pavlatos, to amend
Part Four, Title Six, Chapter 462, Section 462.12 Antique Vehicle
Stickers to allow a senior (65 years of age or older as of July 1) to
purchase one (1) antique vehicle sticker for one-half the normal license
fee (from $45.00 to $22.50) in addition to the one (1) passenger motor
vehicle sticker (from $60.00 to $30.00) in ordinance form.

COMMISSIONER OF ACCOUNTS AND FINANCE, MARY O’CONNOR:
ORDINANCE PROVIDING FOR THE ISSUANCE AND SALE OF GENERAL OBLIGATION
BONDS: Commissioner O’Connor reported that after Council adopted an
ordinance authorizing the issuance of alternate bonds in January 2010,
publication of said ordinance and a public hearing held on April 26,
2010, the Council is now ready to authorize issuance of alternate bonds
in an aggregate amount not to exceed $1,750,000 and revenues pledged to
the payment of the principal and interest on the alternate bonds used to
fund the project.
Commissioner O’Connor moved, seconded by Commissioner Milovich-Walters,
to adopt an Ordinance Providing for the Issuance and Sale of $1,750,000
General Obligation Bonds (Alternate Revenue Source), Series 2010A.

MAYOR’S
REPORT:
ARBOR DAY HIGHLIGHTS: Mayor Mahoney reported more than 60 residents
celebrated Arbor Day 2010 on Sunday, May 2nd at the Kaptur
Administrative Center. Storyteller Mary Kroening, with the Morton
Arboretum, was the guest presenter. Her presentation on the “Importance
of Trees” was well received by all. First place winners of the poster
contest were 4 & 5 age group: Dylan Foster; 6 & 7 age group: Grace
Evans; and 8 & 9 age group: Kayla Piunti. The contest winners received
$25.00 checks donated by Palos Park Garden Guild I. Attendees received
seedlings to take home and plant. Mayor Mahoney thanked everyone for
making Arbor Day 2010 so wonderful.
OATH OF OFFICE FOR VILLAGE ADMINISTRATOR RICHARD B. BOEHM: Mayor Mahoney
read the oath of office for Richard B. Boehm who was sworn in as Palos
Park’s new Village Administrator. Rick Boehm thanked Council for the
faith they have in him and finds it an honor and privilege to serve the
Village of Palos Park.
CLERK’S REPORT:
SENIOR CLUB UPDATE: Clerk Bryson reported approximately 67 seniors
attended the May meeting of the Palos Park Senior Club. Ed Mack provided
the entertainment. June 14th will be the last Senior club meeting before
taking a summer break. Seniors are asked to contact Marie Arrigoni at
708-480-4103 for lunch reservations at the June meeting which will held
at Nikko’s Restaurant.
ADMINISTRATORS REPORT: Administrator Boehm had no formal report this
evening.

NEW BUSINESS:
ZONING BOARD OF APPEALS RECOMMENDATION FOR ANTHONY CHRISTIANO, 8920 W.
125TH STREET, REGARDING FRONT SETBACK VARINCE, CORNER SIDE SETBACK
VARIANCE, AND A SIDE SETBACK VARIANCE TO BE CONSIDERED FOR APPROVAL IN
ORDINANCE FORM: Mr. Christiano spoke to Council about his concerns
regarding the requested variances. The reason for the variances is due
to the topography of the land, which consists of a steep hill. Mayor
Mahoney spoke of some concerns Zoning Board of Appeals (ZBA) had. Zoning
Board of Appeals held a public hearing on April14, 2010. ZBA found no
hardship. ZBA denied the front setback variance. Required front setback
is 38’. What was requested was 25.5’ which is a 33% variance. The
interior side setback (east) variance was also denied. Required is
24.75’, which is 15% of the width of the lot. Requested was 17’ which is
a 32% variance. ZBA did however approve the corner side setback (west)
variance. Required is 50’ and what was requested was 33.6’, which is a
33% variance. Mr. Christiano was amicable to some possible changes in
the house for a better fit on the lot. Tom Bayer stated that if Mr.
Christiano changes the design of his house, it may lessen the need for a
variance. It should go back to Zoning Board of Appeals for an opinion.
Commissioner Polk moved, seconded by Commissioner Milovich-Walters, to
refer Mr. Christiano back to the Zoning Board of Appeals June meeting.

on the salary Richard Boehm will be receiving as the new village
Administrator.
