MINUTES OF THE BOARD OF COMMISSIONERS’ MEETING
HELD ON MAY 24, 2010
The Board
of Commissioners of the Village of Palos Park, Cook County, Illinois
held its regular meeting on Monday, May 24, 2010. Mayor Mahoney called
the meeting to order at 7: 32 p.m. Answering to roll call were
Commissioners Milovich-Walters, Pavlatos, Polk, and Mayor Mahoney.
Commissioner O’Connor was not in attendance.
Also in attendance were Carol Bryson, Village Clerk; Rick Boehm, Village
Administrator; Tom Bayer, Village Attorney; Jacob Karaca, Assistant
Village Attorney; Steve Manning, Community Development Director; Joe
Miller, Palos Park Police Chief; Kathy May, Deputy Clerk; and Cathy
Gabel, Deputy Clerk.
RECOGNITION OF MARIE ARRIGONI, FOUNDER OF THE PALOS PARK SENIOR CLUB:
Mayor Mahoney presented Marie Arrigoni with a Certificate of Recognition
for her hard work and dedication to the Palos Park Senior Club. Marie
was instrumental in establishing a local club for seniors. Marie has
been a resident of Palos Park for five years. She takes classes at
Trinity Christian College, and belongs to Garden Guild I, the Palos Park
Woman’s Club, and volunteers at Palos Community Hospital. On behalf on
the Village, Council, staff and himself, Mayor Mahoney thanked Marie for
her tireless efforts supporting the seniors of Palos Park.
APPROVAL OF MINUTES OF THE REGULAR COUNCIL MEETING HELD ON MAY 10, 2010:
Commissioner Polk moved, seconded by Commissioner Milovich-Walters, to
approve the minutes of the Regular Council Meeting held on May 10, 2010
as presented.
On the call of the roll, the vote was as follows:

COMMISSIONERS’ REPORTS:
COMMISSIONER OF PUBLIC WORKS/RECREATION, NICOLE MILOVICH-WALTERS:
PUMP
STATION AND WATER RESERVOIR EXPANSION PROJECT UPDATE: Commissioner
Milovich-Walters reported the concrete walls for the pump station
expansion project will occur in four stages. Airy’s is currently on the
3rd stage. 50% of the walls are poured and complete. In the coming
weeks, Airy’s will finish the concrete wall pour for stage 3, install
wall rebar for wall stage 4 and complete the pour for 4th stage of wall
concrete, and start installing scaffolding for roof work.
TO APPROVE INVOICE 2 AND PARTIAL WAIVER OF LIEN FROM AIRY’S FOR PUMP
STATION REHABILITATION AND RESERVOIR EXPANSION PROJECT: Commissioner
Milovich-Walters requested Council approve the second invoice and a
partial waiver of lien from Airy’s Inc. for work completed on the pump
station rehabilitation and reservoir expansion project through the
period ending April 30, 2010. This invoice covers excavation, steel
reinforcement and concrete for the reservoir slab, foundation monitoring
of the neighboring home, and a portion of the electrical improvements.
The invoice amount is $696,612.60.
Commissioner Milovich-Walters moved, seconded by Commissioner Polk, to
approve payment to Airy’s Inc. in the amount of $696,612.60 and a
partial waiver of lien for work completed through April 30, 2010
regarding the Pump Station Rehabilitation and Reservoir Expansion
Project.

COMMISSIONER OF BUILDING & PUBLIC PROPERTY, JAMES PAVLATOS:
BUILDING
DEPARTMENT REPORT: Commissioner Pavlatos reported the Building
Department issued 13 building permits and 1 permit extension totaling
$7,769.26 in fees from May 5, 2010 through May 19, 2010. The Building
Department conducted 30 building inspections. No certificates of
occupancy were issued. No exaction fees were collected.
COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK:
BICYCLE HELMETS: Commissioner Polk announced an anonymous donation from
a community member will help Palos Park Police distribute helmets to
children this year at no charge. Commissioner Polk emphasized it is very
important to wear your bike helmet as accidents can and do happen. Many
children end up in emergency rooms because of bike injuries. A helmet
will provide some protection for your head and brain in case you fall
down. Residents can check out the police website at
www.palosparkpolice.org for more bicycle safety tips.
METROPOLITAN ALLIANCE OF POLICE (MAP) FUNDRAISER: Metropolitan Alliance
of Police (MAP) which represents the Palos Park Police Officers for
purposes of collective bargaining, contractual, legal service programs,
insurance and other benefits will be conducting telephone solicitation
in the Village. Donations made to MAP will help fund these services.
Commissioner Polk emphasized to residents Palos Park Police Officers are
not making calls and donations do not come to the police department.
PALOS PARK EMERGENCY MANAGEMENT AGENCY: Commissioner Polk reported the
Palos Park Police Department Emergency Management Agency (EMA) will be
reviewing their mission statement which is to maintain a high level of
preparedness, to protect the citizens of Palos Park, to mitigate loss of
life and vital assets prior to, during, and immediate aftermath of a
disaster, and to facilitate the speedy recovery of Palos Park in the mid
and long term intervals following a disaster. The EMA is always
identifying vulnerabilities, planning continuity of government and
business, and facilitating an effective recovery in the event of an
emergency or disaster.
86TH AVENUE SPEED LIMIT REDUCTION: Cook County Board of Administration
Department of Highways has informed Palos Park that the residents and
motorists would be best served by providing a consistent 35 MPH speed
limit on 86th Avenue between 131st Street and the Cal Sag Road (Rt. 83).
Studies just completed by the Department of Highways took into account
the residential nature of the area, driveways, an existing at-grade
railway crossing and the inconsistency of the posted speed on 86th
Avenue between 131st Street and the Cal Sag Road. The approval process
and installation of signs will take approximately two months.
COMMISSIONER OF ACCOUNTS AND FINANCE, MARY O’CONNOR: In Commissioner
O’Connor’s absence, Mayor Mahoney read several library announcements.
MAYOR’S REPORT:
GARDEN GUILD I THANK YOU: Mayor Mahoney thanked Palos Park Garden Guild
I for their time and hard work involved with their beautifying project
at the Metra Station. Garden Guild members shopped for the flowers and
planted four pots. Crooked Arrow Café owner, Pam Basile, will water and
care for the flowers.
CLERK’S REPORT:
VEHICLE STICKERS: Clerk Bryson reported 2010 Cook County vehicle
stickers for residents of unincorporated Cook County/Palos Township are
now available for purchase at the Palos Township Office, 10802 S.
Roberts Road. All residents in unincorporated Cook County/Palos Park
must purchase a vehicle sticker for every vehicle in their household,
including those that are kept in a garage. Stickers must be displayed by
July 1, 2010 otherwise a penalty which is double the sticker fee will be
applied. Clerk Bryson also reported vehicles registered to Palos Park
addresses must display a current Village sticker. Applications for the
2010-2011 stickers will be mailed this week. Palos Park vehicle stickers
must be affixed to the windshield by midnight June 30, 2010. Beginning
July 1, 2010 a $50.00 penalty fee will apply to residents who have not
purchased vehicle stickers.
ADMINISTRATORS REPORT:
CAL-SAG TRAIL UPDATE: Administrator Boehm reported Phase I Engineering
has been completed
in regard to the development of the Cal-Sag Trail. Design approval by
Federal Highway Administration (FHWA) and Illinois Department of
Transportation (IDOT) is needed which could take three to four months.
Notice to proceed with Phase II Engineering would follow in
approximately six months. If all funding is in place, Administrator
Boehm reported construction of the trail could possibility begin about
the second or third quarter of 2011.
CURRENT AND FUTURE ROADWAY WORK IN PALOS AREA: Administrator Boehm
reported on several construction projects that are or will take place in
the Palos area. A June letting for bridge joint repair on the Mile Long
Bridge over the Des Plaines River and Santa Fe rail tracks will begin
soon as well as Phase II engineering for the widening of LaGrange Road
from north of 131st Street to 179th Street on the south. A fall letting
will take place for a new railroad bridge over LaGrange Road at
approximately 141st Street. Illinois Department of Transportation has
informed the Village that a resurfacing project will take place in June
2011 on Route 83 (Cal-Sag Road) from LaGrange Road to Highwood Drive.

NEW BUSINESS:
ZONING BOARD OF APPEALS (ZBA) RECOMMENDATION FOR MR. AND MRS. VROEGH,
CONTRACT PURCHASER OF PROPERETY AT 25 S. WOODLAND TRAIL REGARDING
REQUESTS FOR VARIANCES TO THE SETBACK REQUIREMENTS IN CHAPTER 1368 TO
BUILD A NEW HOME: Jim and Cheryl Vroegh, contract purchaser of property
at 25 S. Woodland Trail, have requested variances to the setback
requirements in Chapter 1268 of the Village Code to build a new house.
The Vroegh’s propose building a one-story single family residence. The
variances would include a south corner side setback of 45 feet where 50
is required and an east rear side setback 25 feet where 50 feet is
required. Thomas Courtney Sr., Attorney, appeared on behalf of the
petitioners. Mr. Courtney stated a public hearing was held on May 12,
2010 and there was no opposition at that hearing. Zoning Board of
Appeals member Stephen Maier, moved, seconded by Nancy Konior to approve
the south corner side setback variance as requested. Upon roll call
vote, the motion carried with seven (7) yes votes and zero (0) no votes.
ZBA member Jerry Dill moved, seconded by Phyllis Adams to approve the
east rear side setback variance as requested. Upon roll call vote, the
motion carried with seven (7) yes votes and zero (0) no votes.
Commissioner Pavlatos recommended the variances be approved by Council.
Audience members were invited to comment. Chris Moore, 43 S. Woodland
Trail, stated he is directly adjacent to the property in question. He
was not able to attend the ZBA public hearing on May 12, 2010. Mr. Moore
felt the proposed house is too big for the property and is concerned
about the trees that could be lost. Jill Beechler, 47 S. Woodland Trail,
commented that she was not given a five foot variance on the east side a
year ago for a room addition. Mrs. Beechler questioned why some
variances are approved and others not. She too was not able to attend
the May 12, 2010 public hearing.
Commissioner Pavlatos moved, seconded by Commissioner Polk, to accept
the Zoning Board of Appeals recommendation for the variances as
requested in ordinance form.

Commissioner Pavlatos announced the homeowner of property located at
12003 S. 90th Avenue, requesting variances to the requirements in
Chapter 1464 of the Village Code to erect a new fence in the rear yard
has asked this be tabled to the June 14, 2010 Council meeting.
AUDIENCE PARTICIPATION:
Mike Gaichas – 8502 121st Street, Palos Park, IL – Mike Gaichas
commented on the traffic and speed limit on 86th Avenue, masses to be
held at the Catholic Archdiocese cemeteries on Memorial Day and special
event days during the Illinois State Fair to be held August 13-22 in
Springfield, IL.
Maria Rogers – 12021 S. 93rd Avenue – Mrs. Rogers was concerned about
the bicycle riders on 123rd Street and the drivers who veer into the
opposing lanes to avoid those bicycle riders. Mrs. Rogers also informed
Council that flowers have been planted under the Palos Historical
Society sign.
EXECUTIVE SESSION: In open session at 8:28 p.m., Commissioner Polk
moved, seconded by Commissioner Milovich-Walters, to recess to executive
session to discuss probable or imminent litigation, compensation of
specific employees of the Village and approve and review for release
executive session minutes.
