MINUTES OF THE BOARD OF COMMISSIONERS’ MEETING
HELD ON JUNE 28, 2010
The Board
of Commissioners of the Village of Palos Park, Cook County, Illinois
held its regular meeting on Monday, June 28, 2010. Mayor Mahoney called
the meeting to order at 7:32 p.m. Answering to roll call were
Commissioners Milovich-Walters, Pavlatos, Polk, and Mayor Mahoney.
Commissioner O’Connor was not in attendance.
Also in attendance were Carol Bryson, Village Clerk; Rick Boehm, Village
Administrator; Jacob Karaca, Assistant Village Attorney; Barbara
Maziarek, Finance Director; Steve Manning, Community Development
Director; Joe Miller, Palos Park Police Chief; Kathy May, Deputy Clerk;
and Cathy Gabel, Deputy Clerk.
GOVERNMENT FINANCE OFFICERS ASSOCIATION (GFOA) CERTIFICATE OF
ACHIEVEMENT AWARD TO COMMISSIONER O’CONNOR: Mayor Mahoney and Barbara
Maziarek, Finance Director, accepted a Certificate of Achievement for
Excellence in Financial Reporting for the Village’s Comprehensive Annual
Financial Report for the Fiscal Year ended April 30, 2009 in
Commissioner O’Connor’s absence. Kevin Wachtel, former Finance Director
for Palos Park and member of GFOA, presented the certificate. A
Certificate of Achievement for Excellence in Financial Reporting is
presented by the GFOA of the United States and Canada to government
units and public employees retirement systems whose Comprehensive Annual
Financial Reports (CAFRs) achieve the highest standards in government
accounting and financial reporting. Barb Maziarek stated it is the 11th
consecutive year the Village has received this award.
APPROVAL OF MINUTES OF THE REGULAR COUNCIL MEETING HELD ON JUNE 14,
2010: Commissioner Polk moved, seconded by Commissioner Milovich-Walters,
to approve the minutes of the Regular Council Meeting held on June 14,
2010 as presented.
On the call of the roll, the vote was as follows:

COMMISSIONERS’ REPORTS:
COMMISSIONER OF PUBLIC WORKS/RECREATION, NICOLE MILOVICH-WALTERS:
PUMP STATION AND WATER RESERVOIR EXPANSION PROJECT UPDATE: Commissioner
Milovich-Walters reported the concrete roof slab is complete, 50% of the
interior scaffolding has been removed, waterproofing of the south
exterior wall and backfill of the south wall is complete. Contractor’s
will continue to remove interior scaffolding, waterproof the north and
east walls and backfill walls after they are waterproofed, and
waterproof the reservoir roof.
COMMISSIONER OF BUILDING & PUBLIC PROPERTY, JAMES PAVLATOS:
BUILDING DEPARTMENT REPORT: Commissioner Pavlatos reported the Building
Department issued 17 building permits and 1 permit extension totaling
$9,729.10 in fees from June 9, 2010 through June 23, 2010. The Building
Department conducted 26 building inspections. No certificates of
occupancy were issued. No exaction fees were collected.
COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK:
BICYCLE HELMETS: Commissioner Polk announced the Palos Park Police have
received a monetary donation from a resident that will help them give
away free helmets to children this summer. The Helmet Giveaway Program
is a partnership with the medical profession to prevent child head
injuries. Head injuries are a major reason children visit hospital
emergency rooms each summer.
ALLIANCE AGAINST INTOXICATED MOTORISTS (AAIM) HONORS PALOS PARK POLICE
OFFICERS: Alliance Against Intoxicated Motorists (AAIM) has recognized
three Palos Park Police Officers with Certificates of Appreciation for
their exceptional DUI enforcement efforts. Sergeant John Sawyer, Officer
Jason Caiazzo, and Officer Tony Loiacono have been named AAIM’s Top
Cops.
TRANSPORATION SECURITY ADMINISTRATION THANKS PALOS PARK POLICE: The
Transit Agencies and the Transportation Security Administration (TSA)
thanked the Palos Park Police Department for partnering with them in the
largest rail security operation ever attempted in the Chicago area on
Thursday, June 24th. Approximately 150 agencies participated in the
exercise.
HAZMAT SPILL: Chief Joe Miller prepared a report regarding the hazmat
spill on Rt. 83 and Lake Katherine Way. On June 18, 2010, a commercial
transport truck carrying sodium hydroxide began leaking fumes resulting
in the roadway being shut down and an area about a mile around
evacuated. Palos Heights Fire Protection District and Palos Heights
Police were the lead agencies that oversaw the operations center. Palos
Park Police were deployed shortly after the occurrence. Palos Park
Police conducted a table top exercise of an exact scenario a year ago.
Lessons learned from that exercise helped with this incident and made
clear that inter-jurisdictional and inter-disciplinary coordination are
a critical aspect of incidents such as this.
CHARITY HOT DOG EATING CONTEST: Commissioner Polk announced Pop’s
Italian Beef & Sausage 1st Annual Hot Dog Eating Contest with all
proceeds benefiting the American Cancer Society. The event will take
place on Saturday, July 3rd at 6:00 p.m. during Palos Height’s
Independence Day Celebration at Memorial Park located at Rt. 83 & 76th
Avenue. Competitors will be local firemen and police officers. Palos
Park will have a representative competing in the event.
COMMISSIONER OF ACCOUNTS AND FINANCE, MARY O’CONNOR: In Commissioner
O’Connor’s absence, Mayor Mahoney read a library announcement.
MAYOR’S REPORT:
CONCERT IN THE PARK HIGHLIGHTS: Mayor Mahoney thanked Palos Fine Arts
for a wonderful “Concert in the Park” on Thursday, June 17th. The Girl
Next Door Band was enjoyed by all. Public Works, Police, and staff were
also recognized for their hard work. Commissioner Pavlatos reminded
everyone that by supporting “Concert in the Park” it supports the Palos
Fine Arts Scholarship Fund.
CLERK’S REPORT:
PALOS PARK VEHICLE STICKERS: Clerk Bryson reported Palos Park vehicle
stickers, motorcycle tags and dog tags are now available for purchase at
the Kaptur Administrative Center. The Kaptur Administrative Center is
open Monday – Friday from 9:00 a.m. – 5:00 p.m. Stickers must be
displayed by midnight June 30th.
FARMER’S MARKET: Clerk Bryson reported the Palos Park Woman’s Club will
sponsor the Farmer’s Market held every Friday beginning July 2, 2010 in
the parking lot of the Palos Park Presbyterian Church located at 123rd
Street and 88th Avenue. Market hours are 8:00 a.m. – 12:30 p.m.
“TASTE OF PALOS”: The Palos Park Woman’s Club annual “Taste of Palos”
will be held on Sunday, July 18, 2010. A variety of food and merchant
vendors will be on hand as well as entertainment and children’s
activities. Clerk Bryson invited everyone to join in on the festivities
to be held on the Village Green from 11:30 a.m. – 7:00 p.m.
ADMINISTRATORS REPORT:
PUBLIC WORKS THANK YOU: Administrator Boehm thanked the Public Works
staff for their hard work keeping our lift stations operating during the
numerous storms that have gone through our area, cutting grass, and
chipping branches. The heavy work load puts other projects on hold but
we will get back to doing them.
LIBRARY HIGHLIGHTS: Administrator Boehm reported on the Palos Park
Library’s Annual Report for Fiscal Year 2009-2010. Many changes took
place at the library, most notably the redecorating of the children’s
and magazine seating areas. The library has partnered with Palos Fine
Arts to include a film and discussion series, McCord House, and Newberry
Library to name a few. The library has increased items being checked out
by 12% and the three computers for public use by adults and two
computers for public use by children has tripled in use. A total of 205
programs were held with over 2,000 people attending.

Commissioner Milovich-Walters moved, seconded by Commissioner Polk to:
1. APPROVE HACKNEY’S REQUEST TO PROVIDE AND
SERVE ALCOHOL AT “TASTE OF PALOS” ON SUNDAY, JULY 18, 2010
2. APPROVE THE VILLAGE OF PALOS PARK’S POLICY
WITH REGARD TO THE COLLECTION, USE, DISCLOSURE AND PROTECTION OF
INDIVIDUALS’ SOCIAL SECURITY NUMBERS AS A SUPPLEMENT TO THE VILLAGE’S
GENERAL RED FLAG COMPLIANCE POLICY
3. APPROVE PAYMENT OF INVOICES ON THE WARRANT
LIST FOR JUNE 28, 2010 IN THE
AMOUNT OF $73,027.60

ZONING BOARD OF APPEALS RECOMMENDATION FOR BENEFICIARY OF LAND TRUST
OWNER OF PROPERTY AT 12003 S. 90TH AVENUE REGARDING REQUESTED VARIANCES
TO THE REQUIRMENTS IN CHAPTER 1464 OF THE VILLAGE CODE TO ERECT A NEW
FENCE IN THE REAR YARD: Commissioner Pavlatos reported the petitioner
has withdrawn the request for variances to erect a new fence.
Commissioner Pavlatos asked that Council terminate this request.
Commissioner Pavlatos moved, seconded by Commissioner Polk, to terminate
the application requesting variances to erect a new fence.

AUDIENCE PARTICIPATION:
Mike Gaichas – 8502 121st Street, Palos Park, IL – Mr. Gaichas reported
on the livestock competition held at the Illinois State Fair. A grand
champion from each animal group is auctioned off to raise college
scholarships for members of 4-H and Future Farmers of America. The
Illinois State Fair runs from Friday, August 13th through Sunday, August
22nd in Springfield.
EXECUTIVE SESSION: In open session at 8:18 p.m., Commissioner Polk
moved, seconded by Commissioner Milovich-Walters, to recess to executive
session to discuss setting the sale/lease price for property owned by
the Village and approve and review for release executive session
minutes.

return to open session.
