MINUTES OF PUBLIC HEARING IN REGARD TO THE PROPOSED AMENDMENT TO THE
COMPREHENSIVE PLAN f
HELD ON DECEMBER 7, 2009
The Board of
Commissioners of the Village of Palos Park, Cook County, Illinois held a
public hearing on Monday, December 7, 2009. Mayor Mahoney called the
meeting to order at 7:31 p.m. Answering to roll call were Commissioners
Milovich-Walters, Pavlatos, and Mayor Mahoney. Commissioners Polk and
O’Connor were not in attendance.
Also in attendance were
Carol Bryson, Village Clerk; Patricia Jones, Village Administrator;
Steve Manning, Community Development Director; Kathleen May, Deputy
Clerk and Cathy Gabel, Deputy Clerk.
On March 19, 2009 the
Plan Commission of the Village of Palos Park met to consider revisions
to the Comprehensive Plan. They discussed each sub area of the
Commercial Areas Master Plan (CAMP) in detail for any changes. The Plan
Commission voted on each sub area separately. On October 19, 2009 Mayor
Mahoney welcomed residents to a special workshop to discuss the
commercial land use designations along Southwest Highway. This evening,
Mayor Mahoney and Commissioners Milovich-Walters and Pavlatos discussed
the sub areas of the Commercial Areas Master Plan in further detail for
the purpose of considering the recommendations of the Plan Commission.
Steve Manning, Community Development Director, presented an overview of
the Draft Comprehensive Plan. The core feature of the plan is the
Community-Wide Land Use Plan Map. The objectives to the plan include
conserving the natural environment, emphasizing low-density large lot
single family residential character, focusing commercial development in
specified areas and enhancing cultural and family amenities. The
Land-Use Plan designates a specific land-use for every parcel of land in
Palos Park. The Commercial Areas Plan identifies properties within the
Village and its planning areas most appropriate for commercial
development. The Southwest Highway and 80th Avenue Area has
some limited commercial development already. Additional commercial
development would require the development of existing small parcels and
the possibility of residential properties rezoned to commercial. On
March 19, 2009 Plan Commission took the following action: Michael Wall
moved, seconded by John Basso to recommend with stated revisions the
Draft Comprehensive Plan be referred to the Village Council for
consideration. Upon roll call vote, the motion carried with 7 yes votes.
Revisions for the following areas were voted on separately.
COMMERCIAL ON THE
EAST SIDE OF 80TH AVENUE- Paul Petan moved, seconded by
Michael Wall, to remove the east side of 80th Avenue for
commercial designation. Upon roll call vote, the motion carried with 6
yes, 1 no vote, Chairman Jones.
COMMERCIAL ON THE
WEST AND EAST SIDE OF SOUTHWEST HIGHWAY– John Basso moved, seconded
by Julie Kay, to eliminate the commercial designation from the west side
of Southwest Highway. Upon voice vote, the motion carried unanimously.
John Basso moved, seconded by Marty Strubin, to remove the commercial
designation from the east side of Southwest Highway. Upon roll call
vote, the motion carried, 5 yes and 2 no votes, Mike Wall and Chairman
Jones.
METROPOLITIAN WATER
RECLAMATION DISTRICT (MWRD) – Michael Wall moved, seconded by Paul
Petan, to eliminate any reference to the “Museum Campus” and any
reference to intense use for this area. Return the wording to the
description used in the December 12, 2008 Draft Comprehensive Plan. Upon
voice vote, the motion carried unanimously.
The Public Hearing was
an opportunity for Mayor Mahoney, Council members and residents to
discuss their feelings and concerns about commercial designation in
specific areas of the Village.
Resident comments
regarding commercial on the East side of 80th Avenue are as
follows:
Magdalena Oktaba – 7912
121st Street, Palos Park – Wanted clarification on the zoning
for the east side of 80th Avenue and when Council would vote
on the Plan Commission recommendation.
Catherine Stark – 7909 W. 120th
Street, Palos Park – Prepared a letter to give Council. Thanked Council
for notifying residents who attended the meeting on March 19, 2009 and
for respecting their homes and families and keeping the residential
designation.
Mark Nussle – 7905 120th
Street, Palos Park – Mr. Nussle was happy to see the Palos Park
community listed first followed by government and lastly builders and
developers as partners in promoting the implementation of the
Comprehensive Plan.
Albert Hasenfang – 7915
W. 120th Street, Palos Park – 36 year resident of Palos Park.
Hoped Council would vote it down tonight.
Resident comments
regarding commercial on the West and East side of Southwest Highway are
as follows:
Mike Guinta – 11912
Southwest Highway, Palos Park – raised the issue of increased traffic on
Southwest Highway, expansion of Palos Community Hospital and the CVS
Pharmacy to be built on the corner of Rt. 83 and Southwest Highway. Mr.
Guinta is very much in favor of long term creative planning. He asked
Council to vote commercial with conditions-appropriate architecture,
materials, the right retail, etc. What you do on one side should be done
on the other.
Lawrence Elliot – 11915
Southwest Highway, Palos Park – Lives next door to Standard Bank. His
lot is a good lot for the bank to expand too.
Catherine Stark – 7909
W. 120th Street, Palos Park – Passed around pictures of what
our current businesses look like. No beautiful anything.
Al Sorenson – 12010
Timberlane, Palos Park – Doesn’t understand how commercial would improve
the traffic. It will only make it worse.
The Village Council
stated there is currently no plan or ideas for the MWRD property but
ideas for a restaurant were discussed.
Resident comments
regarding the MWRD property are as follows:
Beth Ann Gilio – 11505
Elbridge Avenue, Palos Park – Ms. Gilio liked the idea of a bike trail
but is not in favor of commercial across the street from her.
Louis Kulelowskis –
12520 Kinvarra, Palos Park – Inquired about the MWRD property. The Mayor
responded by saying the MWRD property is 12 acres of which the Village
leases with conditions and exclusions as to what it can be used for.
Worried about additional traffic.
Anthony Gilio – 11505
Elbridge Avenue, Palos Park – Concerned about language regarding MWRD
property.
Mark Nussle – 7905 W.
120th Street, Palos Park – Suggested the parcels get
developed in small increments.
Maria Rogers – 12021 S.
93rd Avenue, Palos Park – Attitude is “not in my backyard”.
Mrs. Rogers commented that this is one of the last pieces of property
with a possible tax base as the Village considers the referendum to fund
the Police Pension Fund. We need some revenue coming in.
Mike Guinta – 11912
Southwest Highway, Palos Park – It can be in my yard. Anything is better
than what is there.
Catherine Stark – 7909
W. 120th, Palos Park – Many walkers in Edelweiss. Ask
Edelweiss residents if they would use the bike trails. Restaurant would
probably work.
Mary Ann Hansen – 12512
S. 90th Avenue, Palos Park – Ms. Hansen commented about the
vacancy of the Village Courtyard and the closing of many stores in the
area. It would be risky to have a restaurant or business go in. We need
to be realistic about the potential of the property.
Village Council took
the following action: Commissioner Pavlatos moved, seconded by
Commissioner Milovich-Walters, to approve an Ordinance Approving an
Amended Comprehensive Plan for the Village of Palos Park, Cook County,
Illinois and Amending Part Twelve, Title Two, Chapter 1222 of the Palos
Park Village Code in relation thereto with some language changes to the
commercial designation of the adjacent properties next to the MWRD site
to read adjacent properties may be considered for less intense,
complimentary commercial use (complimentary to the MWRD leased land
use).
On the call of the
roll, the vote was as follows:

to adjourn the meeting at 9:45 p.m.
