MINUTES OF THE BOARD OF COMMISSIONERS’ MEETING
HELD ON JANUARY 9, 2012
The Board
of Commissioners of the Village of Palos Park, Cook County, Illinois
held its regular meeting on Monday, January 9, 2012. Mayor Mahoney
called the meeting to order at 7:30 p.m. Answering to roll call were
Commissioners Milovich-Walters, Polk, Oliven, and Mayor Mahoney.
Commissioner Reed was not in attendance.
Also in attendance were Marie Arrigoni, Village Clerk; Rick Boehm,
Village Manager; Tom Bayer, Village Attorney; Jacob Karaca, Assistant
Village Attorney; Steve Manning, Community Development Director; Joe
Miller, Police Chief; Barbara Maziarek, Finance Director; Kathi May, and
Cathy Gabel, Deputy Village Clerk.
APPROVAL OF MINUTES OF THE REGULAR COUNCIL MEETING HELD ON DECEMBER 12,
2011: Commissioner Milovich-Walters moved, seconded by Commissioner
Oliven, to approve the minutes of the Regular Council Meeting held on
December 12, 2011 as presented.

at the direction of the Board of Commissioners and will be enacted with
one motion. If discussion is desired, that item will be removed from the
consent agenda and considered separately.
Commissioner Oliven moved, seconded by Commissioner Milovich-Walters to:
A.
adopt an ordinance vacating a
portion of 120th Street, east of 92nd Avenue, and repealing
Ordinance No. 2011-44, adopted November 28, 2011, in relation
thereto (Noetzel – 9105 West 120th Street)
B. acknowledge the Chicago Southland
Convention and Visitors Bureau as our Convention and Visitors Bureau
of record for the marketing and promotion of the tourism industry
C. approve PATSE Bus Service payment
in the amount of $431.36
D. ratify payment of invoices on the
Warrant List for December 26, 2011 in the amount of $101,813.39
E. approve payment of invoices on
the Warrant List for January 9, 2012 in the amount of $57,218.38
F. approve the Supplemental Warrant
List for January 9, 2012 for manual checks, payroll, and recurring
wire transfers in the amount of $300,824.90

BOARD, COMMISSION, AND COMMITTEE RECOMMENDATIONS: None
INFORMATION & UPDATES:
COMMISSIONER OF PUBLIC WORKS AND STREETS/RECREATION, NICOLE MILOVICH-WALTERS:
Commissioner Milovich-Walters had no formal report this evening however;
she thanked the Recreation Department and Recreation Board for their
hard work and tireless efforts organizing the many activities during the
month of December.
COMMISSIONER OF BUILDING & PUBLIC PROPERTY, G. DARRYL REED:
BUILDING DEPARTMENT REPORT: In Commissioner Reed’s absence, Mayor
Mahoney reported the Building Department issued 13 building permits
totaling $9,440.17 in fees from December 7, 2011 through January 4,
2012. The Building Department conducted 34 inspections. One Certificate
of Occupancy was issued. No exaction fees were collected.
COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK:
POLICE ACTIVITY REPORT: Commissioner Polk reported the Police Department
received 727 calls for service from December 13, 2011 through January 5,
2012. Palos Park Police also issued 52 parking tickets, 46 traffic
tickets, 2 ordinance violations, completed 26 case reports, arrested 6
adults and 0 juveniles, 2 impounds, 21 Senior Checks, 27 citizen assists
and 19 community contact hours.
COPS DONATION TO THE PALOS PARK POLICE FOUNDATION: Citizens on Patrol
Service (COPS) presented Mike Sundermeier and Ken Stoffel a check for
$250.00 for the benefit of the Palos Park Police Foundation.
TABLETOP DISASTER DRILL: The Palos Park Police and Palos Park Emergency
Management Agency will participate in a table top disaster drill on
Thursday, January 12, 2012. All participants will walk through a
disaster to evaluate plans and procedures in place, determine any
weaknesses and identify any resource gaps that may be present. The
exercise is designed to improve performance, communication and
coordination by testing the capability of an organization to respond to
a simulated event.
CADET FOOD DRIVE: Commissioner Polk reported The Palos Park Police
Cadets donated 735 pounds of food to the Greater Chicago Food Depository
during the Christmas holiday.
COMMISSIONER OF ACCOUNTS AND FINANCES, KENT OLIVEN: Commissioner Oliven
had no formal report this evening however, he read several library
announcements.
MAYOR’S REPORT: Mayor Mahoney had no formal report this evening.
CLERK’S REPORT:
SENIOR CLUB UPDATE: Clerk Arrigoni reported a tremendous number of
seniors attended the January 2012 Senior Club Lunch meeting held today
at the Recreation Center. Dr. George Dangles, an Ophthalmologist
practicing in Palos Heights, discussed eye problems, such as cataracts
which is the leading cause of vision and blindness as well as the most
common age related eye diseases. For more information regarding the next
meeting and/or to make a lunch reservation, call Marie Arrigoni at

VILLAGE MANAGER’S REPORT:
IRMA ANNUAL CONTRIBUTION AND DEDUCTIBLE: Village Manager Boehm reported
Intergovernmental Risk Management Agency (IRMA) has calculated the
Village’s 2012 annual contribution at $116,388.00 for Liability and
Worker’s Compensation Insurance. This contribution is based on the
Village’s revenue base, multiplied by a rate charged to all members.
Fiscal Year 2012 budget contains $130,516.00 for IRMA contributions of
which $25,000.00 was budgeted to meet a deductable occurrence. The
Village has a surplus credit with IRMA in the amount of $63,105.00.
These monies can be used to offset the 2012 contribution or left in the
IRMA account to earn investment income at the same rate as IRMA’s
investment portfolio to act as a cushion should a deductible be needed
in the remaining months of Fiscal Year 2012 or into 2013.
Commissioner Polk moved, seconded by Commissioner Oliven, to approve the
2012 IRMA annual contribution in the amount of $116,388.00 and the
surplus credit of $63,105.00 to be left in the IRMA account.

WATER RATE
INCREASE: Manager Boehm reported the Village’s water supplier, the
Village of Oak Lawn, notified us on December 27, 2011 that the City of
Chicago’s water rate increase was being passed on to the Village
effective January 1, 2012. The rate per 1,000 gallons of water will
increase by 25% or $.50. Village residents will see a $3.00 increase per
water cycle or about $18.00 per year. Future water increases to be
passed on from the City of Chicago include a 15% increase on January 1,
2013, 15% on January 1, 2014 and 15% on January 1, 2015.
Commissioner Oliven moved, seconded by Commissioner Milovich-Walters, to
direct staff and the Village Attorney to prepare an ordinance amending
Village Code reflecting the water rate increases now mandated by the
City of Chicago.

CITIZENS
AND VISITORS COMMENT PERIOD:
Mike Gaichas – 8502 W. 121st Street, Palos Park, IL – Mr. Gaichas
reminded residents of the Palos Fire Protection District’s Referendum
Question on the General Primary Election ballot March 20, 2012 asking
voters to approve a 25 cent tax rate increase.
ADJOURNMENT OF REGULAR COUNCIL MEETING: There being no further business,
Commissioner Milovich-Walters moved, seconded by Commissioner Oliven, to
adjourn the meeting at
8:21 p.m.
